President
Steve assumed the role of President for Quanta West in 2024 after one year as Senior Vice President for Quanta Westās Southern California region in 2023. In this capacity Steve provides strategic guidance and operational oversight, with a heavy emphasis on field safety and quality, in the Southern California sub-region.
With more than 20 years of experience in the energy delivery industry Steve has provided successful leadership to deliver safe, quality work to some of the nationās leading utilities. Steve employs a customer-focused approach to partner with clients to provide creative solutions to complex problems in the utility infrastructure space. His leadership style promotes collaboration between cross-functional teams to deliver on customer objectives as seamlessly as possible.
Steve began his career at ConEdison in New York City then spent some time in the Washington D.C. Metro market as well as Hawaii, the Southwest and Southern California. Throughout Steveās career heās grown operations in several markets as well as successfully deployed from-scratch startups.
Steve holds a Bachelor of Arts in Engineering from Lafayette College in Pennsylvania and a project management certificate from San Diego State University. He is a PMP, LEED Accredited Professional and an active member of Vistage Worldwide.

Effective June 2023, Ryan was named Chief Financial Officer for Quanta West, LLC, in addition to his role as CFO for Summit Line Construction. In this increased capacity, Ryan is responsible for consolidated financial review and reporting for all Quanta West operating companies.
Ryan joined Summit Line Construction in 2021 and holds a Certified Public Accountant license. Having held positions within Finance & Audit at DPR Construction, Balfour Beatty Construction and Ernst & Young, he is well-positioned for this expanded role to support expected growth.

Robin has served as President, Quanta West, LLC since June 2023. In this role, Robin leads organizational planning and development, operations and client engagement across Quanta West’s family of operating companies.
Together with the Operating Presidents of each independent subsidiary, Robin has responsibility for the safe, successful delivery of critical energy infrastructure engineering and construction work, awarded to Quanta West companies. She carries accountability for team and public safety, operational excellence and consolidated P&L performance.
Prior to this role, Robin served as Quanta Westās Senior Vice President, leading market services in Northern California and Northern Nevada. Prior to joining Quanta West, Robin was an influential leader at Pacific Gas and Electric Company (PG&E), where she successfully led cross functional teams to build and maintain electric and gas infrastructure and strengthen local customer experience.
She has a proven track record of team and employee development, customer satisfaction, operational improvement and successful financial management of expansive resources.
Robin holds a BS in Industrial Technology from California Polytechnic State University, San Luis Obispo, and a Strategically Leading, Executive Organizational Leadership Program certificate from Stanford University. Robin resides in California and is married with two children.

Nicole serves as Vice President of Commercial Operations for Quanta West, LLC and is responsible for building the strategic roadmap for major electricity and gas markets in Northern California. In this capacity, Liebelt works closely with the Quanta Services Regional President, operating company presidents, and other local managers and leaders, to improve business through deeper and more sustainable collaboration with our customers, services and operations.
Most recently, Liebelt served as the Director of Business Operations and Chief-of-Staff to the Executive Vice President, Engineering, Planning and Strategy (EP&S) for Pacific Gas and Electric Company. In this capacity, Liebelt provided trusted executive coaching and execution of executive level decision-making, communications, employee engagement, metric and goals attainment, budget adherence and process improvement, driving strategic business initiatives from development through successful execution for the nearly 5,000 employee Engineering, Planning and Strategy team.
Liebelt brings more than 22-years of extensive experience in strategy, operations, engineering, continuous improvement and Lean, large-scale organizational restructuring, change management and communications.
Liebelt holds a bachelorās degree in communications and business studies from the University of California, Davis. Liebelt is an Executive Board Member with the San Ramon Bears Youth Football and Cheer organization, is actively engaged with the Juvenile Diabetes Research Foundation (JDRF), Disney Elementary School Education Fund (DESEF) and former board member of the San Ramon Valley Education Foundation (SRVEF). Liebelt resides in San Ramon, Calif., and is married with one child.
Rachel Lupo

As Vice President Commercial Operations for Southern California, Rachel Lupo works with the Quanta West and Quanta Services senior leadership teams, Operating Companies, and local leadership to lead the areaās operational strategy, provide customer engagement, improve business performance, ensure sustainable business practices, and identify and optimize strategic growth opportunities.
Rachel brings more than 16 years of senior leadership experience within the electric utility and private industry spanning areas including emergency planning/response, distribution operations, customer programs, distributed energy resources, and wildfire mitigation. With an emphasis on cross-functional team leadership, Rachel has a proven record of developing and implementing company-wide strategic initiatives requiring collaboration with other utilities, contractors, regulators, and local and state legislators.
Prior to joining Quanta West, Rachel worked for Southern California Edison (SCE). In her most recent role, she developed and led the distribution wildfire mitigation program team which was responsible for the execution of capital projects from initiation to closure, including oversight of an annual budget of $1 billion.
After her tenure at SCE, Rachel joined a private energy services firm as Director of Utility Accounts. In this role, she was responsible for new business generation, RFP oversight, contract initiation, rate negotiation, and customer service for clients nationwide.
Throughout her career, Rachel has actively participated as a committee member in industry associations including Edison Electric Institute and Western Energy Institute. Rachel earned a BA in Criminal Justice from Sonoma State University and an MA in Organizational Leadership & Strategic Communication from Gonzaga University.
Ky Bradley

Ky oversees the protection of the companyās greatest assets: the more than 4,000 craft and management employees that make up all of Quanta Westās operating companies. He challenges leadership for the continuous improvement of safety measures with a focus on building capacity for high energy hazards and eliminating life changing, life altering events. Ky is passionate about thinking differently about safety and leading the energy industry toward a safer future.
Throughout his career, Ky has held multiple roles during his 11 years with Arizona Public Services, gaining extensive experience as a leader in safety. He also served as Director of Safety of the mountain west at PAR Electric where learning and development were a major part of his processes. These prior roles have given Ky a diverse background to relate to the many craft employees he is responsible for.
Ky holds a Bachelorās degree in Health Sciences from University of Arizona.

Amethyst Roebuck is the Director of Environmental Affairs & Sustainability for Quanta West LLC. Mrs. Roebuck assumed this role in 2022. She oversees environmental compliance, training, sustainability and social responsibility program implementation, and corporate governance across the Quanta West family of companies, with the goal of advancing stewardship and ESG excellence across all subsidiaries.
With over 20 years of experience in the environmental field, Amethyst started her career in the environmental industry, specifically within the utility sector in 2007 at San Diego Gas & Electric (SDG&E), supporting facility compliance and infrastructure projects, including those licensed under NEPA/CEQA. She joined PAR Electric in 2012, continuing to support all aspects of facility and project environmental compliance with an emphasis on NEPA projects. Additionally, she serves as the Chair of the Environmental Steering Committee within the Associated General Contractors of America, is a member of the California Stormwater Quality Association and the Society of Wetland Scientists, and is part of the program development team for Women in Energy under the Western Energy Institute. Specific to sustainability, she participates in the Sustainable Supply Chain Alliance and previously served on the conference planning committee.
Amethyst believes in all tiers of sustainability and actively supports and volunteers for various community service projects, including the Boy Scouts of America and is an active member of Asian Americans in Environment, Energy, and Commerce, where she is currently supporting the development of a Southern California chapter. Mrs. Roebuck holds a Bachelor of Science degree in Applied Ecology from the University of California, Irvine, as well as a Master of Science Degree in Environmental Engineering from National University. She also holds certifications as a Certified Professional in Erosion and Sediment Control, as well as a Qualified Stormwater Practitioner/Developer. She is married with 3 kids and 3 dogs and resides in Southern CA, where she was born and raised.
Brian Rook

Brian is responsible for identifying and managing IT risk for new opportunities, overseeing adherence to compliance and IT best practices, streamlining company processes and systems, and ensuring team members across all of Quanta Westās operating companies have access to the resources they need to best serve customers.Ā
Brianās experience spans the Aviation, Healthcare, and Utilities industries, including roles as a database developer, database administrator, application developer, project manager, and IT manager. He successfully lead the building of two different IT development groups which support multi-million dollar projects across the United States, streamlining their processes, improving efficiency and creating direct cost savings back to the business. Brian continues to prove that approaching IT problem solving with energy and passion results in the improved efficiency, safety, and profitability of projects.
Brian holds a Bachelorās of Philosophy and Education from Principia College and is a member of the Project Management Institute, St. Louis Chapter.
Patrick Whalen

Patrick is committed to creating an exceptional employee experience that drives successful growth and overall organizational maturity at Summit Line Construction.Ā His role includes ensuring human resources and regulatory compliance, improving the performance of the organization and people operations to cultivate a culture of performance and accountability.
Patrick is an accomplished senior Human Resources and Organizational Development professional with 20+ years of experience. He has a Ph.D. in Organizational Performance and has led both large and small scale global initiatives impacting thousands of employees in manufacturing, high tech, financial, healthcare, hospitality, retail, government, and service industries.
With a proven track record of leadership, Patrick has experience:
- Designing and implementing strategic solutions (workforce planning, job analysis and design, compensation design/administration, process and performance analysis) that support and are fully aligned with organizational strategy and goals.
- Designing organizational, functional, and team performance metrics, KPIs, and performance scorecards.
- Executing initiatives to optimize employee/team performance, engagement and create an exceptional performance driven team culture.
- Managing all aspects of the employee lifecycle from recruitment, hiring, onboarding, development, performance management, succession, and separation.
In addition to his professional pathway, Patrick is also a former elite level rugby player (over 20 years) including playing for the USA Eagles. He currently volunteers his time coaching youth age, high school, collegiate, menās club side, and high-performance travel squads. Patrick and his wife Kaylene are celebrating being empty nesters.
